A book of codes to help disguise internal police telegrams, written by telegraph office manager Floyd Shock and originally published in 1895 by G.D. Barnard. The book was used for telegraphic communication between chiefs of police, sheriffs, marshals and other peace officers of the United States and Canada.

The Barnard’s Universal Cipher Code: For Telegraphic Communication Other Peace Officers of the United States and Canada is now part of the Library of Congress in Washington and can be regarded as the 19th-century version of the encrypted email.
